The Noetic Dharma Group (NDG), with affiliate offices in Washington, D.C., Los Angeles, New York, and Florida, is a multifaceted, niche-specific strategic consultancy firm. Drawing from the etymology of its name—”noetic” denoting matters related to mental activity and the human intellect, and “dharma” encompassing an individual’s moral responsibilities, duties, and alignment with cosmic universal principles of existence and divine law—this philosophy guides NDG’s provision of strategic and operational consultancy, digital agency media and marketing services, and specialized financial advisory in traditional private equity, venture capital, mergers and acquisitions (M&A), distressed situations, restructuring, seed funding, growth capital, and startup incubation for select clients meeting stringent criteria. As co-founder of Vaccine Veritas alongside Dr. Gary Kompothecras, NDG provides foundational strategic support for the organization’s inception and development. William R. Collier Jr., the managing member of NDG, serves as its representative on the Vaccine Veritas Board of Directors, overseeing the digital and marketing strategy by leveraging his extensive experience to amplify the nonprofit’s mission through innovative online tactics, data-driven campaigns, and voter persuasion efforts. William R. Collier Jr. is a distinguished political consultant, researcher, analyst, and digital strategist with over three decades of experience in intelligence gathering, media, direct marketing, and conservative activism. Born in Harrisburg, Pennsylvania, Collier attended Milton Hershey School and Scotland School for Veterans’ Children before serving as a U.S. Navy veteran during the Cold War, specializing in intelligence analysis. This background informed his transition into media and publishing, where he founded Kross Publishing in 1992 to launch a local newspaper in New Mexico. His political activism gained prominence in 2008 as Community Governance Adviser for Team Sarah, the largest conservative site supporting Sarah Palin, and as an early organizer of the Tea Party movement, applying intelligence-gathering methods to research online content, develop digital training, and expose leftist smear operations, including compelling David Letterman to apologize to Palin. His contributions extended to the “Build the Wall” initiative and associate production on the documentary The Undefeated (2011). In 2015, Collier rebranded under Regal Blue Media LLC, a Pennsylvania-based firm specializing in web strategy, digital communications, and censorship navigation. He is a principal in Intellz (an opposition research firm with partner Dr. Campbell, who managed Glenn Youngkin’s 2021 Virginia gubernatorial campaign), owns Freedomist LLC (a center-right activism platform), and operates Mindful Intelligence (a private intelligence service). Collier partners with Liberty Sender for email marketing and co-authored The Capitalist Manifesto (2020) with Ralph Benko, endorsed by economic leaders like Dr. Art Laffer and Steve Forbes. His expertise in 501(c)(4)-style influencing—focusing on issue advocacy, voter mobilization, and public persuasion—has shaped hundreds of campaigns, emphasizing grassroots engagement and strategic digital assets to sway public opinion and election outcomes. His notable clients and causes include PACs and committees such as the Republican National Committee (RNC), National Republican Congressional Committee (NRCC), National Republican Senatorial Committee (NRSC), Conservative Party of Great Britain, International Republican Institute, American Academy of Ophthalmology, American Association of Orthopedic Surgeons among many others.
